QED is bidding on an evaluation of DFID’s Amplify programme, a 6-year (2013-19), £10.1 million, Accountable Grant partnership with the human-centred design firm IDEO.org. Amplify runs eight open innovation challenges and supports 4-5 grantees from each challenge with seed funding and technical assistance. The overall purpose of this evaluation is to understand which components of the Amplify programme have the potential to achieve better and more relevant solutions that deliver greater depth and breadth of impact for people living in poverty. The evaluation’s focus will be on assessing the effectiveness and impact of the Human-Centred Design approach to achieve improved outcomes for the end-users and higher value for money for DFID in the long-run once this approach has been taken to scale.
Responsibilities
QED seeks a Team Leader to lead all aspects of this evaluation from the design, data collection, analysis report writing and dissemination. The Team Leader will be responsible for all deliverables including a work plan, inception report, evaluation plan and final evaluation report.
Qualifications
The successful candidate demonstrates a track record of leadership in the field of using quantitative and qualitative evaluation methodologies for evaluating innovative programmes. S/he has a strong understanding of evaluating/reviewing Human-Centred Design approaches to international development programmes, and has experience delivering evaluations using various quantitative and qualitative evaluation methodologies, including expertise in conducting case-study based evaluations. The successful candidate demonstrates the ability to integrate creative and more agile methodologies in traditional qualitative and quantitative research methods to evaluate innovative programmes. Additional qualifications include:
- Master’s Degree in a field specific or relevant to International Development.
- Over 10 years’ experience managing international development projects or programmes.
- Previous Experience working in one/any of the fields of livelihoods, economic development, governance, skills development, social protection, women’s empowerment, institutional development, and policy and advocacy.
- Knowledge of designing and/or evaluating grant/challenge funds.
- Experience in conducting and managing DFID-funded evaluations.
- Substantial experience in Project planning, and results-based management.
- Experience in stakeholder management and engagement.
- Experience conducting evaluations in Africa and/or Asia preferred.
- Excellent report writing skills.
- Fluency in verbal and written English.
