BACKGROUND

The Global Health Program Cycle Improvement Project (GH Pro) provides the U.S. Agency for International Development (USAID) Bureau for Global Health, Regional Bureaus, and Missions with ready access to high-quality, external technical expertise to design, support, and evaluate programs contributing to the achievement of U.S. Government (USG) Global Health Initiative (GHI) targets. The contract, the Global Health Program Cycle Improvement Project (GH Pro) is comprised of five components:

  1. Program and project evaluation
  2. Technical assistance
  3. GH program and research management
  4. Mission support
  5. Logistical support for meetings/conferences

This activity spans all Foreign Assistance Health Area objectives as well as cross-cutting health issues such as gender, health systems strengthening, and science and technology.

The GH Pro Project provides USAID operating units working on health-related activities in headquarters and the field with the short- and medium-term technical services of consultants with expertise pertaining to the GHI principles and USAID Forward reforms, as either independent professionals or employed by other agencies or institutions. GH Pro Associate Program Managers support the management of assignments, including planning and logistics, assignment implementation, and close-out. S/he reports to the GH Pro Deputy Director for Operations Support (DD/Ops).

RESPONSIBILITIES

The Associate Program Manager will manage a portfolio of GH Pro assignments and a cadre of technical consultants. S/he may work in a teaming arrangement with a Program Manager (PM) to co-manage complex assignments which often entail multiple consultants who conduct extensive international travel, a dense schedule of key informant interviews and/or performance evaluation activities. S/he will be responsible for managing client relationships and ensuring that GH Pro activities are completed on time according to the Scope of Work, and within budget. S/he will report to the GH Pro DD/Ops and work in collaboration with the Project Director, Deputy Director/Technical and Program Manager(s), as designated and assigned to provide administrative, logistical, and meeting support. Duties will vary based on the Associate Program Manager’s interests and project needs but may include the following types of activities:

Administrative Support

  1. Updates and searches project recruitment databases to identify suitable candidates for GH Pro assignments
  2. Manages a tracking spreadsheet for GH Pro final report submissions and submits project deliverables to Development Experience Clearinghouse (DEC)
  3. Creates, maintains, and updates consultant and assignment files
  4. Manages GH Pro Facility Access (FA) and Security Clearance application materials and tracker
  5. Facilitates administrative closeout
  6. Manages project inventory such as workspace, equipment, and other project resources and procures supplies as necessary
  7. Maintains project information trackers
  8. Other administrative support as required

Consultant Recruitment, Management, and Logistics

  1. Drafts and posts recruitment ads, monitors response to recruitment ads, and follow-ups with candidates
  2. Conducts consultant employment history verifications and reference checks
  3. Drafts consulting agreements
  4. Assists with securing travel arrangements (flights, hotel reservations, iSOS insurance, and visas) for traveling consultants
  5. Prepares and submits country clearance travel requests
  6. Provides home office administrative support to consultants throughout their assignments (reviews invoices and travel expense reports, obtains travel advances, assists consultants in filling out paperwork, resolves general issues, and completes other routine tasks)

Meeting Support

  1. Coordinates and supports meetings held in project space: reserves meeting rooms and consultant workspace, arranges catering, organizes consultant workspace and meeting rooms, and assists with preparation and copying of agendas, meeting notes, and other materials.
  2. Schedules D.C. and internationally-based interviews and conference calls.

QUALIFICATIONS

  1. MPH, MA or similar degree in international development and/or health fields
  2. USAID project management experience
  3. Knowledge of international public health and development issues, with 1-2 years of overseas experience preferred
  4. Previous administrative experience, preferably with a USAID-funded project desired.
  5. Experience managing complex, multi-member field teams, highly desirable
  6. Well-organized, attentive to detail, and able to handle multiple tasks simultaneously
  7. Pro-active in anticipating work requirements and problem solving
  8. Excellent skills in teamwork and interpersonal communication
  9. Mastery of spreadsheets, database use, and presentation software (Microsoft Office)
  10. Foreign language proficiency in French and/or Spanish, or other languages desirable
