The QED Group is seeking a Senior Monitoring and Evaluation Specialist for an upcoming mission-wide Monitoring and Evaluation (M&E) support program for USAID/West Bank and Gaza. The Senior M&E Specialist will be responsible for leading and managing the technical work related to performance monitoring under this contract. This position is contingent on QED being awarded this project.

RESPONSIBILITIES

• Lead/oversee the review of project level M&E plans, and support such technical work as reviewing reporting methods, carrying out training needs, designing reporting tools
and advising DO teams on their M&E work.
• Oversee, recruit for, and participate in evaluations and assessments throughout the life of the contract.
• Ensure the short‐term technical experts and evaluation team members recruited under this contract are of a high caliber and possess the required technical expertise.
• May serve as the evaluation team leader of select evaluations conducted under this contract to be identified.
• Responsible for the design, quality, development and completion of all assessments, analytical reports and evaluations.
• Contribute substantively to the design and field testing of the evaluation methodology, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks conducted under this contract.
• Other responsibilities include assisting the Chief of Party with outreach and engagement with the private sector, universities, NGOs, and government officials, as required.

QUALIFICATIONS

Required Qualifications:

• Master’s degree in international relations, economics, statistics, public policy, research methods, program assessment, evaluation/measurement or another relevant field is required with formal training in qualitative and quantitative analysis.

• At least 5 years demonstrated experience in designing, monitoring, and evaluating programs across a spectrum of differing kinds of development activities required.

• Experience being a member of an evaluation team is required.

• Full professional proficiency in spoken and written English is required. Must be able to use the language fluently and accurately, and be able to read all styles and forms on all levels pertinent to professional needs. Strong organizational, writing, and communications skills.

• Computer literacy, with ability to analyze and interpret data using Excel, online reporting tools, or statistical packages such as SAS, SPSS, or STATA.

Desired Qualifications:

• Familiarity with USAID policies related to evaluation and performance management. This is highly preferable.

• Technical expertise in one or more of the following areas: democracy and governance; economic growth or food security; health; or education.

• Experience working in the West Bank or Gaza, or in the Middle East.

• Demonstrated experience in planning, designing, and leading/managing quantitative and qualitative field assessments, evaluations (performance and impact) and research projects in various operating environments.

• Demonstrated experience in designing and implementing performance and impact evaluations of development interventions including: evaluation design, developing evaluation questions, etc.

• Experience in providing guidance to technical teams in developing and updating performance monitoring plans.

• Demonstrated experience in leveraging performance monitoring data for improving ongoing project management.

• Experience in designing and field testing surveys and other data collection instruments.

• Possess the ability to rapidly develop impact evaluation scopes of work and consolidate independent relationships with technical level public officials and civil society partners in carrying out impact evaluations.

• Using online M&E databases to collect performance indicators.

• Conducting participatory or impact evaluations.

• Experience writing findings and recommendations in assessment or evaluation reports.

• Professional proficiency in spoken Modern Standard Arabic is desired but not required.
