The QED Group is seeking a seasoned Deputy Chief of Party with an operations management profile for a multiyear monitoring and evaluation (M&E) program for USAID/West Bank and Gaza. This program will encompass evaluations, surveys, analyses, assessments, performance management support services, capacity building and learning services, and field monitoring activities. This position is contingent on QED being awarded this project. The period of performance is tentatively scheduled for: a three-year Base period from Sept 2017 to Sept 2020 and 2 one-year Option Periods.
RESPONSIBILITIES
• Must maintain a continuous presence in West Bank/Gaza, with the aim of developing and maintaining contextual knowledge as well as a deep understanding of ongoing USAID/WBG activities.
• Responsible for project management, administration, and operations, including personnel management, performance management systems, financial management, and timely completion and submission of all activity deliverables.
• Responsible for day to day supervision of staff and resources of activities under the contract;
• Coordinates work with local subcontractors and evaluation staff;
• Coordinates with local staff of USAID implementing partners, PA Government officials, academics, donors and stakeholders.
• Assists with training staff and building local capacity of evaluation staff and/or subcontractors.
• Support quality control and the overall responsiveness of technical assistance provided under the contract, including necessary adjustments to operations to fit the requirements of USAID.
QUALIFICATIONS
• Master’s degree in economics, project management, business/financial management, evaluation/measurement or a relevant field, with at least five years of demonstrated relevant professional experience OR at a minimum, a Bachelor’s degree in a related field with at least ten years of demonstrated relevant professional experience.
• Minimum 5 years of experience working in project management in developing countries, including experience in the West Bank and Gaza.
• Exceptional managerial and operational experience, and preferably experience in supporting complex activities involving coordination with multiple program partner institutions.
• Must have strong experience (at least 5 years) in managing logistics, finance, and overall operations in conflict zones, emergency situations.
• Experience managing performance and impact evaluations of development interventions.
• Strong understanding of multi-sectoral development theory and thorough working knowledge of USG operations, regulations, policies, procedures and programs, including USAID experience.
• Experience in meaningful collaboration with government and ministry counterparts, and local capacity development.
• Experience conducting interviews and building teams.
• Proven ability as a facilitator/trainer and/or training manager.
• Should have strong leadership skills and experience in managing large interdisciplinary teams, as well as working in politically sensitive contexts.
• Successful experience working and collaborating with IP (Implementing Partners), government officials and other stake holders.
• Superior interpersonal, communication, cross-cultural, organizational, administrative and time-management skills with excellent attention to detail.
• Must be team player, great listener, flexible and adaptable, and a problem solver.
• Full professional proficiency in spoken and written English is required. Must be able to use the language fluently and accurately, and be able to read all styles and forms on all levels pertinent to professional needs, and;
• Full professional proficiency in spoken and written Modern Standard Arabic is required. Must be able to use the language fluently and accurately, and be able to read all styles and forms on all levels pertinent to professional needs.
